I was shocked and saddened to hear of Marshall’s passing. I worked closely with Marshall for many years at Montgomery County Public Schools. Marshall was an exceptional person. He was so kind and caring and everyone liked him. Marshall worked extremely hard and he could always be counted on to do the job and do it well. He was just one of those “go-to” people. I saw Marshall regularly after he retired and we kept in touch via email once he moved to Arizona. I will miss him very much. My deepest sympathy goes out to his family and may his memory be a blessing.

I worked with Marshall at the Montgomery County Budget Office and I continued to work with him when he was the Budget and Planning Director at MCPS. He was talented and brilliant in analyzing public finance and policy issues. He was also a warm and generous person who had a great sense of humor. He will be missed by all who knew him and worked with him.

As superintendent in Montgomery County Public Schools for 12 years I had many opportunities to work and interact with Marshall both at work and at play. My wife would host an annual get together with our senior staff members and Marshall always came. My wife had just as much appreciation for Marshall as I had as a colleague. He was very intelligent and could always carry on a fun and interesting conversation. At work Marshall was a wizard. His grasp of complex financial systems was enormous. He always could be counted on to help our team come up with solutions to very challenging problems. He was a joy to work with and always had a smile. His talent and personality will be sorely missed. He helped many children reach their full potential with his talent to help provide resources. Jerry D Weast

I worked with Marshall at Montgomery County Public Schools. What a brilliant, warm, and kind individual he was to everyone. Regardless of how busy he was or what deadline he was under, Marshall always stopped to help anyone who had a question or needed help. While he headed up the budget office, Marshall was a true Renaissance man who could discuss a Shakespearean play, provide a historical quote from a world leader, or explain intricate details about a government policy. If I had a speech to write, I could count on Marshall to give me honest feedback and great suggestions (often involving Churchill!). He will be missed.

I'd like to share my condolences with Marshall's family, and let them know how grateful I am to have known Marshall through OLLI.
He will be missed a lot by that community. I took a class he taught about Winston Churchill that was simply wonderfully taught - Marshall knew his stuff and had such great affection for his students as well as for his subject. He has touched so many lives with his warmth and talent.

My condolences to Marshall’s family. He was a great classmate at Olli tucson. He always had something worthwhile to say. And he was able to communicate in such a way, that could not help but understand his point of view. He will be missed.
